6.7: Clear set of working assumptions that enable you to calculate key aspects of the business case. Bottom-up’ estimating. 

      a) Check that the assumption is written down and agreed by the team.

      b) Ask whether the assumption is necessary for the development of the business case.

      c) Be clear what aspect of the business case the assumption relates to.

      d) Eliminate any surplus assumptions and clarify the underlying basis for those that remain. 

6.8: Need to adopt a ‘top down’ estimating approach if you are already aware of constraints that will limit the budget, such as a cap on expenditure or timeframes.
